Some were mestizos, of Timorese and Portuguese parentage, others were Timorese from traditional ruling families, but the majority were native Timorese who gained their education through the Catholic minor seminary.
The next day, on 29 November 1975, the Balibo Declaration, a document which had been written by the Indonesian intelligence, was presented to the leaders of the UDT and Apodeti parties, who were coerced into signing it under threat of being repatriated into the hands of their former adversaries, Fretilin.
It was an Indonesian strategy to use the disgraced UDT and Apodeti leaders as a means of replying to Fretilin's declaration of independence and of preparing the world for the planned all-out invasion of East Timor.

DILI, East Timor (CNS) -- An official of East Timor's reconciliation commission said the only way to reconcile with Indonesia is to bring Indonesian authorities to justice for human rights abuses during their 24-year occupation.
Speaking prior to the country's formal declaration of independence May 20, Father Araujo said the Indonesian government, "the mastermind of all the atrocities," should be held accountable, as should "external forces that provided the opportunity for human rights violations."
The fact that the East Timorese Constitution does not provide for an official state religion is good, the priest added.

The head of the UN Transitional Administration in East Timor, Sergio Vieira de Mello, congratulated Gusmao on his electoral victory, but cautioned the work of building the world's newest independent nation had just begun.
The 56-year-old Gusmao joined East Timor's independence movement in 1974, when the territory was still a Portuguese colony.
The East Timorese began to form their own government when Portugal withdrew from the area in 1975, but that effort was snuffed out only days later when neighboring Indonesia invaded citing security in the region.
