Talent is not about being in the 'right place' at the 'right time', discovering a particular set of notes, or a specific noise: what talent is, I believe, is the ability to plug directly into the shared neural network, obviously the more talent there is, the more accurate that neural plug will be.
With Eat Static, this is never the case.
Interaction is the key with Eat Static whether it be via a remote stereo somewhere in the world, a live event in a particular place, or via the abstract world of the internet.

If you know Ozric Tentacles, a band for whose music even the term jazz odyssey would be woefully inadequate, you might be able to surmise a few things about Eat Static: they will be weird, expansive, and indifferent to general trends in their genre.

The duo (and sometimes more) of Eat Static have been around for just over a decade now and while they've never strayed too much from their particular style, they've been cranking out fairly solid light trance/techno tracks over the course of 7 studio albums and numerous singles.
Even listening to their sound now, after all infusion of tons of different styles and splintering into subgenres of different sounds, it's interesting and refreshing to hear them creating what many would consider something that sounds sort of old school.
Basically, Eat Static are genre jumping weirdos that create sort of classically structured techno tunes with an update for the new millenium.

Jimmy Eat World : Static Prevails - Listen, Review and Buy at ARTISTdirect
With their third album Clarity being one of the most overlooked masterpieces of 1999, Static Prevails is Jimmy Eat World paying their dues in 1996.
It could be the slight over-production (a curse that has always haunted the band), being on a major label for the first time, or them trying to get a feel for pulling fancy studio tricks (i.e., numerous backing vocals, cellos, and Moog additions).
Maybe it's all three, but what Stactic Prevails essentially lacks is the songwriting maturity that Jimmy Eat World could have perfected; but it's almost as if the studio heads at Capitol wouldn't let them so that there would be more room for radio-friendly pop songs.
