Oruchuban Ebichu (or Ebichu Minds the House, in Japanese: おるちゅばんエビチュ) is an anime produced by Gainax and directed by Hideaki Anno, and is based on the manga by Itoo Risa.
Most episodes follow Ebichu, a talking hamster devoted to her oft-indifferent owner, who is only identified as OL, a single 25 year old (this is the age Japanese women are considered nearing the end of the ideal marrying age) who doles out cynical commentary and the ocassional beating on the rodent.
Ebichu is sometimes joked by fans to be the complete polar opposite of Hamtaro, a popular children's anime featuring a hamster in more wholesome adventurers.

Oruchuban Ebichu (or Ebichu Minds the House) is an anime produced by Studio Gainax, and is based on the manga by Itoo Risa.
In contrast to kid-friendly Hamster themed shows such as Hamtaro, Ebichu is very adult in nature, and presents explicit sexual activity as far as the TV network will allow.
The story is about a talking pet hamster who tries to help a single twenty-five year woman, "OL" (or Office Lady) get married, due to the cultural belief that after the age of twenty-five a woman is no longer considered young.

Ebichu the Housekeeping Hamster is, in a nutshell, a 'crazy hamster and shameless sex' show.
Ebichu obviously isn't fond of the guy, based on the nickname she gave him, but she does notice that he makes her owner happy on occasion.
Ebichu's owner and her boyfriend are seen having sex in every episode, but unlike a hentai feature, its not heavily concentrated on or even seen as substantial.

Basically it's what you get when you try to imagine Hamtaro as a hentai—you've got a cute little hamster, who's only goal in life is to help her undeserving master, who in turn, only wants to find a decent man to marry but ends up getting banged by her "useless" boyfriend.
Ebichu's an adult comedy—there are things in it that people need to be mature to watch, otherwise I guess I could see how some people [prudes :p] could really be offended.
But Ebichu really is not for everyone; I know a lot of people would get offended, or at least think I'm some sort of pervert for referring it to them.

Oruchuban Ebichu ("Ebichu Minds the House" or "Ebichu the Housekeeping Hamster") is by far the best-known, and raunchiest segment of the show.
Based on the manga by Lisa Itou, this segment chronicles the life of Ebichu, a hamster that tends house for a very pretty (and, by Japanese standards, nearly over the hill at 25, so she desperately wants to get married) office lady and her good-for-nothing, cheating boyfriend.
This series stretched the very limits of what could be shown on Japanese network television (much like South Park did in the US), with heavy doses of violence (Ebichu gets beaten bloody at least once in every episode), dirty jokes, and surprisingly explicit sex scenes.

The Wired Lain - Anime Critic List
Ebichu the Housekeeping Hamster is rather simple on the surface: a short series about an office lady, her loser boyfriend, and her housekeeper Ebichu, the hamster.
Ebichu the Housekeeping Hamster is more of a satire of human sexuality through the eyes of a hamster than anything else.
The show moves at a fast pace, with no real cohesive story, often just one connecting theme for the episode, like "Ebichu is sick" or something; most scenes are set up for one-shot jokes.

Plot Outline: Ebichu is a cute little housekeeping hamster who sometimes gets carried away trying to please her selfish and sad master who only thinks of her as a ten-dollar rat.
Oruchuban Ebichu is one of the funniest anime I've ever seen, certainly the funniest since "Excel Saga." What makes Ebichu even more appealing is the adult nature of the humor, coupled with the outrageous "cutesyness" of a talking hamster.
I would also compare it to "Azumanga Daioh" in that the stories are very short, and there seems to be no sense of continuity, so one could watch the episodes in any order and not be confused.
