On October 18, 1988, the Ecclesia Dei Commission erected the Fraternity of Saint Peter.
It grants bishops and the Commission Ecclesia Dei the right (and makes it their task) to concede the permission to not celebrate according to the new rite and the permission to celebrate according to the old rite.
As a result, a priest ordained for an Ecclesia Dei community enjoys at the same time the right to celebrate according to the old rite and to celebrate according to the new rite, at least when he celebrates for or in a community which uses the reformed rite.

The Society of St Pius X and other groups claim, in contradiction to Pope Paul VI's statement on the matter, that no authorization is needed to celebrate Mass according to the 1962 Missal, and some prefer to use even earlier editions.
The aim of this Pontifical Commission is "to collaborate with the bishops, with the dicasteries of the Roman Curia and with other interested circles in order to facilitate the full ecclesial communion of priests, seminarians, communities or individual men and women religious linked, to date, in various ways, to the Fraternity founded by Msgr.

Basically, this involves the Holy Father, through his legislative act Ecclesia Dei adflicta, relaxing the universal liturgical law (that is, the liturgical law that binds the entire Latin Church).
What is not expressly stated in any act of legislation, but is implicitly understood by the Church's legislators (Pope John Paul II and the bishops in communion with him) as well as the traditionalist faithful, is that we also follow the liturgical customs that accompany the 1962 liturgical books.

In short, the Ecclesia Dei permission must be applied according to the mind of Pope John Paul II, and the Holy Father desires the reconciliation of traditionalists who have broken communion with the Church.
However, we believe that this usage should not be imposed on congregations who decidedly wish to maintain the former liturgical tradition in its integrity according to the provision of the motu proprio Ecclesia Dei.

 LITURGICAL PEACE
The success of the Ecclesia Dei movement depends on bishops growing in benevolence towards traditionalists and responding generously, whether fearlessly or otherwise, to the motu proprio, which is their constitutive document.
As for those who claim that the motu proprio Ecclesia Dei to be only of a provisory and temporary nature, it can be pointed out that the priority it gives to the pursuit of truth makes of it a document of permanent importance.
The Ecclesia Dei movement should, under the-aegis of the Immaculate Heart of Mary, encourage the practice of devotion to the Precious Blood and thereby seek to restore peace in the domain of the liturgy, source and summit of the activity of the Church.

The use of the form which preceded the postconciliar liturgical renewal of the Roman Rite (also known as "traditional", "ancient", "of St. Pius V", "classic", and "tridentine") is granted, under the conditions set out in the Motu Proprio Ecclesia Dei adflicta, to persons and communities who adhere to this form of the Roman Rite.
Those who enjoy the benefit of the indult granted by the Motu Proprio Ecclesia Dei adflicta may use this form freely both in private and in public, in the churches and at the times expressly appointed for the faithful.
The concession given in the Motu Proprio Ecclesia Dei adflicta safeguards the liturgical sensibilities of those priests and those of Christ's faithful who are attached to this previous usage, but in no way establishes them as a "ritual congregation".

Bishop Burke noted the worthy celebration of the traditional Catholic liturgy as being at the heart of the spirituality and work of the CRNJ.
The Canons Regular of the New Jerusalem seek perfection of the worship of God using the 1962 Liturgy in the celebration of the Mass in its historic Latin form, consistent, the Bishop noted, with his holiness Pope John Paul's Ecclesia Dei Adflicta of 1988.
Recognizing that the order professes vows of stability, conversion of life and obedience, and lives a common life according to the Rule of Saint Augustine, now-Archbishop Burke established the CRNJ under his personal care and direction.

The role of the people in the offering was highlighted by the revival of such supposedly meaningful acts as the obsolescent offertory procession and the placing on the altar of seasonal fruits and vegetables for blessing at the end of the Eucharistic Prayer, as in the early Roman rite.
Indeed Mediator Dei, so often cited by traditionalists, makes it clear that the Pope "alone has the right to permit or establish any liturgical practice, to introduce or approve new rites, or to make any changes in them he considers necessary".

It is the tenth anniversary of that document, the anniversary that some have made the object of triumphant declarations in light of the success of the so-called "Ecclesia Dei Latin Mass communities," established according to the directives and the promises contained in the papal motu proprio.
It is true that over the last ten years since Ecclesia Dei Adflicta was released, some 15 priests and 30 seminarians have left the Society of Saint Pius X. But it has held its ground for ten years, please God, even though the competition of the "Ecclesia Dei" communities has invariably moved in nearby.
On account of this we say Ecclesia Dei itself is an illusory carrot which many have bitten, hoping that the present Pontiff would effectively command the full restoration of the ancient rite of Holy Mass with equal dignity in respect to the new.

The Pope ordered: "Respect must everywhere be shown for the feelings of all those who are attached to the Latin liturgical tradition by a wide and generous application of the directives already issued by the Apostolic See." This instruction grants a privilege to Catholics under Canon Law.
Cardinal Mayer, the former head of the Vatican Commission Ecclesia Dei, said the Pope had spoken of the "lawfulness" of the Tridentine Mass and of the "legitimate aspiration" of Catholics to celebrate or attend that Mass.

Ecclesia Dei Commission finalizes Latin Mass document and canonical structure for Society of St. Pius X

Therefore, there is no reason to think that these points of theological development, called for explicitly by Pope John Paul II in the Ecclesia Dei Adflicta document, should serve as a stumbling block on the path to full reconciliation for the Society.
