 National Economic and Social Council
The function of the Council is to analyse and report to the Taoiseach (Prime Minister) on strategic issues relating to the efficient development of the economy and the achievement of social justice and the development of a strategic framework for the conduct of relations and negotiation of agreements between the government and the social partners.
It was a proposal from the Council, in 1990, that led to the area-based approach to long-tem unemployment and social exclusion.
This was the first of six social partnership programmes that has seen Ireland become a leading, and much studied, example of negotiated economic and social governance.

 Irish Refugee Council
The Irish Refugee Council (IRC) welcomes the provision in the Irish Nationality and Citizenship (Amendment) Bill 2004 that children born to parents living in Ireland without restriction - which includes persons already recognised as refugees - will continue to be entitled to Irish citizenship. However, the IRC is concerned that children born before their parents' refugee status has been recognised may not enjoy the same entitlement.
The Irish Refugee Council is disturbed by the raft of amendments to the Immigration Bill 2002, proposed at Dáil Committee stage, at short notice and with minimal scope for input from relevant players.
The IRC welcomes the cultural, economic and social contribution to Irish society made by refugees, from the Huguenots fleeing persecution in France in the 18th century to the more recent arrival of latter-day asylum seekers.
