Edgar Savisaar, widely criticized by the mainstream media for semi-authoritarian tendencies, has trumpeted a populist message targeted at Estonian residents who feel they haven't benefited from post-Soviet reforms.
Savisaar has clearly stuck a chord with many economically hard-hit voters and also among many ethnic Russian voters who recently won citizenship and will be voting in an Estonian national election for the first time.

 East European Constitutional Review
Edgar Savisaar, the leader of the opposition left-wing Center Party (CP), put a scare into the governing three-party coalition in November after he almost succeeded in toppling it from power in Tallinn.
In October, Savisaar had sponsored a no-confidence motion in the Tallinn city government (which is led by the PPU mayor, Juri Mois), that had the necessary 33 signatures in the 64-member city council.
The episode, however, sullied both sides in the public eye, since Savisaar showed himself, again, to be bent on political intrigue, while the coalition was forced to take desperate measures in order to stay in power.
