The Scottish Parliament (Constituencies) Act 2004, passed by the UK Parliament in July 2004, will come into effect upon the dissolution of the current UK Parliament.
The Parliamentary Constituencies (Scotland) Order 2005 details the reduction of the number of constituencies for the UK Parliament from 72 to 59 Scottish seats.
Constituency boundaries are determined by the Boundary Commissions (one each for England, Scotland, Wales and Northern Ireland).

Following a Referendum in 1997, when the people of Scotland voted for the creation of the first Scottish Parliament in almost 300 years, a site at the foot of the historic Royal Mile was chosen for the new Parliamentary building, in the centre of Edinburgh.
The official inauguration of the new Parliament building took place on 9 October 2004, in the presence of Queen Elizabeth II, although construction completion of entire project is not planned until April 2005.
In total, the new Scottish Parliament building incorporates a debating chamber, committee rooms, facilities for the public and offices for members and staff; more specifically, the 'campus' includes: debating chamber, public foyer, MSP building, MSP foyer, Queensbury House, the Towers and Canongate buildings.

Voters will be asked to return 129 Members of the Scottish Parliament (MSPs) to take their seats in the devolved body's temporary home on The Mound in Edinburgh.
They will do so against a backdrop of the war in Iraq which, according to BBC Scotland's political staff, is bound to play a part in the way people decide to cast their ballots.
One view has it that the parliament has simply proved to be a pale shadow of its "grown-up" Westminster counterpart with poor debates and "kitchen-sink" politics.

Mr Griffiths bought his Edinburgh office in 1997 with money from a legacy and is said to have claimed up to £10,000 in rent allowance every year since then from the Commons authorities.
The council officials who attended the count last night carried out their task bravely and it showed on all of their faces, as it did on the faces of members of the community, that they were watching Edinburgh moving from a democratic city to a reich controlled by a polit bureau.

A federal solution does increasingly seem the only answer, but devising one to suit the aspirations and politics of four nations, that does not diminish UK unity and sovereignty, whilst answering the other long-standing constitutional problems would be a monumental undertaking for the next government and possibly many of its successors.
A Scottish Prime Minister would be placed in the ludicrous position of being unable to vote on the majority of his government's legislation, and placed in the even more ludicrous position of standing infront of the House to defend government bills that he and his Scottish colleagues have no mandate to endorse.
Scotland and Wales were granted a devolved parliament and an assembly in 1997.
