Czechoslovakia (and its succession states) had a tradition of academic and scholarly endeavor in the mainstream of European thought and a history of higher education dating from the Middle Ages.
Education was compulsory between the ages of six and sixteen from 1984 (ie.
Charter 77 protested discrimination in educational admissions based on parents' political activity; there was some indication by the late 1970s that, if parental sins could still be visited on the children, at least questions concerning their parents' past and present political affiliations would be less blatant.

 The Challenges Facing Technical Engineering Education in Central and Eastern Europe: Case Study - Slovakia*
A review of higher education was undertaken in the former Czechoslovakia in conjunction with the OECD, and six recommendations for the development and renewal of higher education were made.
The Government of the Slovak Republic and its Ministry of Education are continuing the process of transformation in order to achieve a compatibility of Slovak education (in particular, higher education) with education in developed countries.
It should be emphasised that education itself is free of charge; the effects of the recent recession have impacted negatively on the State’s resources however and the budget for higher education has declined by 40-50% in 1993-1994 compared to 1989.

Professor Snapper is on the Editorial Board of a number of publications, including the Publications of the American Association for Netherlandic Studies (PAANS), the Canadian Journal of Netherlandic Studies (CJNS) and De Nederlandse Taal.
Among national and international offices he has held are the presidency of the American Association for Netherlandic Studies, membership on the executive board of the International Association for Netherlandics (IVN), and the chair of the Netherlands International Commission on Higher Education for Czechoslovakia, Hungary, and Rumania.
