Based on the correct constitution, education is defined as a planned effort to establish a study environment and education process so that the student may actively develop his/her own potential to gain the religious and spiritual level, self-consciousness, personality, intelligent, behaviour and creativity to him/herself, other citizens and for the nation.

Indonesia's 38,500 madrasah provide schooling to 5.7 million students, or 13% of all students, more than half of which are children of farmers and laborers.
The most significant contribution of madrasah to the national education system is at the junior secondary level, where they enroll 21% of all students.
ADB has assisted madrasah education since the mid-1990s, mainly through two projects aimed at improving the quality and management of public madrasah education and integrating it into the national education system.

Thus, while still maintaining its commitment to primary education, the GOI has recently made a decision to expand junior secondary education participation as rapidly as possible.
Its three objectives include: (1) expanding access to junior secondary education in a cost-effective and equitable manner; (2) improving the quality of junior and senior secondary education; and (c) strengthening the management of the education system at all levels.
This component is an example of demand-side financing in education where funds are provided directly to the students and their families, rather than schools in order to encourage school participation.
