Education in Iran began at the age of five, when children were eligible for a year of free pre-primary education to prepare them for school.
Although education was not compulsory in Iran, partly because of inadequate facilities in the past, it was expected that all school- age children would enrol for at least the elementary and guidance cycles in the coming years.
Education beyond the eighth grade, and indeed right through the higher educational system as well, would be free, provided students sign a service agreement to work for the Government, or in a specified job, for the same number of years as their years of free education beyond grade 8.

State-run universities of Iran are under the direct supervision of Iran's Ministry of Science, Research and Technology (for non-medical universities) and Ministry of Health and Medical Education(for medical schools).
The Ministry of Higher Education, which oversees the operation of all institutes of higher education in Iran, was established in 1967.
Critics claim that for the case of Iran, such rankings such as SJT and THES are questionable when assessing Iran's institutions of higher education, since graduates from these universities routinely are well prepared and hence end up matriculating into the competitive elite graduate schools of Europe and the United States in comparatively large numbers.

 History of Higher Education in Iran
Iran's Higer Education until the World War II uring the reign of Nasser al-Din Shah of Qajar Dynasty, the Ministry of Science was established by E'tezad al-Saltaneh.
Promoting higher education inside the country and the need for establishing institutions for this purpose, were considered a primary objective, especially since specialists in science and technology were required for various projects.
As mentioned earlier, before the formation of a university in Iran and according to the law, 100 students were sent abroad annually at the expense of the Ministry of Science and that in addition, some governmental institutions also sponsored some students to enrol in foreign lands in order to beef up their roster of experts.
