The Educational Testing Service (ETS) is a non-profit company that administers standardized tests in schools across the United States and in more than 181 countries (The Record [Bergen County, NJ], February 22, 2001).
The ad asserted that the promotion of standardized testing is not a money-making ploy by legislators and testing companies but rather a valid measurement of how much a child or group of children has learned.
ETS used one ad to deplore the state of literacy in the U.S., and advocated that more should be done to increase the literacy of "unemployed or low-income working adult[s]." A sixth ad advocated in favor of increased teachers' pay and training in order to boost teacher retention at schools nationwide.

The implicastions for restaurateurs were ominous: a government-mandated "final exam" for the industry that could wreck the careers of hundreds of thousands of food-service managers and supervisory workers, an Orwellian national certification and testing plan complete with the forced "fl-listing" of unsuccessful candidates.
The concerned deepened when it was learned that the organization envisioned by the FDA to develop and administer the job certification program was the Educational Testing Service of Princeton, N.J.--a supersecretive outfit that has come under heavy fire for employing invalid testing techniques.
The National Restaurant Association was one of the first industry groups to raise strong objections to mandatory testing and certification requirements, arguing that it was especially inappropriate for the agency to endorse a specific private initiative, such as the ETS program.
