Lord Edward Howard was a younger brother to Thomas Howard, 3rd Duke of Norfolk.
In the tournament held to celebrate the coronation of Henry VIII, Thomas, Edward and Edmund Howard, as well as Richard Grey (brother of the Marquis of Dorset), Charles Brandon and Sir Thomas Knyvett (brother-in-law of the Howards) rode as challengers against Henry's answerers.
At the death of Henry VII in Apr 1509 Sir Edward Howard carried the king's banner in the funeral procession, riding a horse trapped with the royal arms.

From Edward VI, Howard got Great Bookham (an important Surrey manor), the smaller manor of Effingham from which he took his title, and a moiety of Reigate Manor.

 Earl of Oxford and the Order of the Garter
Lord Admiral Howard of Effingham and Lord Hunsdon had previously been Sussex's leading supporters for the Garter, the Admiral being Sussex's first cousin, Hunsdon his first cousin once removed, both were present for the 1589 election, and so Sussex was selected.
The Order of the Garter was founded by Edward III in the 1340s and consists of the sovereign and 25 Knights of the Garter (KGs).
I have never seen the Garter elections cited in history books as evidence of the standing of English courtiers, though they say a great deal about who a courtier's friends were, about the formation of factions and alliances, not to mention who had the monarch's favor.
