Edward Palmer (September 1, 1809 – November 3, 1889) was born at Charlottetown, Prince Edward Island and resided in Prince Edward Island until his death.
Edward Palmer was the son of James Bardin Palmer, an Irish barrister, who had come to the Island at the beginning of the nineteenth century, and Millicent Jones.
In 1849, Palmer became the leader of the Tories in the provincial assembly.

Charlottetown, Prince Edward Island, on September 1, 1809, the son of James B. Palmer, a barrister, and Millicent, daughter of Benjamin Jones, of London, England.
In 1873 he was appointed a judge of the Queen's county court, Prince Edward Island ; and in 1874 he was appointed chief justice of the Supreme Court of the Island.

Palmer was dismissed from the public offices he held, and it appears that he went through difficult years when Edward was a young child.
Palmer earlier had been chairman of an assembly committee which advocated the appointment of a second judge to the court, thus creating a position for Peters and opening up a public office for himself.
Palmer first put his views on the general question of union on record at the end of April 1864 when the Legislative Council debated a resolution to appoint delegates to the Charlottetown conference, called to discuss a union of the three Maritime colonies.

Though lacking brilliant abilities, he was a capable political strategist with great force of character, and became premier in 1859, after 10 years as party leader in the assembly.
Conflicts within his party led to Palmer's replacement as premier in 1863; he resigned from the Cabinet 2 years later in opposition to union of the colonies.

He kept in touch with anti-confederates in Nova Scotia and New Brunswick until the cause was lost on the mainland, he favoured making a separate agreement for renewal of reciprocity with the United States, he criticized the British government for exerting pressure in favour of union, and he opposed the “better terms” of 1869.
Yet his legalism, or emphasis on proper procedure and form, proved also to be his weakness as leader of the opposition in the 1850s; when he did not get his own way and the Coles government did not recognize the importance of his procedural points, he tended to sulk and withdraw from the debate.

Edward Palmer was born in England on Jan. 12, 1831, and emigrated to the United States at the age of eighteen.
Rogers McVaugh describes Palmer's botanical specimens as "exceptionally well documented for his time," a trait which was obscured by the fact that his field notes were not distributed with his plants.
Most likely Palmer's field notes were sent to the Gray Herbarium to be used in identifying specimens which he sent to the Herbarium; the notes probably just remained here after the specimens were identified.
