Lord Stanley between them pursuing a course of action that was aimed at building up power through financial strength, seeking to avoid wars at all costs, cooperating with any other powers as needs be and working through the Concert of Europe to resolve problems.
Stanley, a conservative Whig, broke with the ministry over the disestablishment of the Church of Ireland in 1834, and resigned from the government.
With many former Conservative ministers having followed Peel, Derby was forced to appoint many new men to office - of the Cabinet only three were pre-existing Privy Counsellors.

EDWARD HENRY STANLEY, 15th earl of Derby (1826 1893), eldest son of the I4th earl, was educated at Rugby and Trinity College, Cambridge, where he took a high degree and became a member of the society known.
Stanley was one of the executors of Edward IV., and was at first loyal to the young king Edward V. But he acquiesced in Richards usurpation, and retaining his office as steward avoided any entanglement through his wifes share in Buckinghams rebellion.
These earlier earls of Derby were also known as Earls Ferrers, or de Ferrers, from their surname; as earls of Tutbury from their residence; and as earls of Nottingham because this county was a lordship under their rule.

Derby led the Conservative opposition first against the Earl of Aberdeen and then against Viscount Palmerston, and, when the latter fell in 1858, the Queen asked Derby to form his second administration (20 Feb 1858).
On 22 Feb 1851 Lord Stanley was asked to form a government after the resignation of Lord John Russell, but the Peelites refused to support him and he abandoned the task.
The Bill was not well received even by some members of the Cabinet such as the Earl of Carnarvon and Viscount Cranborne (later the Marquess of Salisbury), who resigned in protest.

In July 1822, Stanley, who saw himself as a 'constitutional Whig' at that point in his political career, took his seat in parliament as the MP for Stockbridge, a seat bought for him by his grandfather, the 12th Earl of Derby.
Derby was obliged to resign and the Earl of Aberdeen formed a ministry that fell over the mis-handling of the Crimean War.
Stanley opposed the alienation of Church property but Lord John Russell was determined to reduce the amount of land owned by the Anglican Church in Ireland.
