Derby’s old friend, the 3rd Earl of Malmesbury (Foreign Secretary in 1852 and in 1858-59), usually dismissed by historians as a colourless nonentity, also emerges as a capable figure, working with Derby to construct a foreign policy devoid of the bluff and bluster of Palmerston.
Derby and Malmesbury sketched out a distinctively Conservative position in foreign affairs: it lacked the interventionist instincts of Palmerston; it recoiled from lecturing foreign governments on how they should manage their internal affairs; and it believed in keeping out of foreign entanglements unless it was impossible not to do so.
Derby’s home-loving habits deprived her of that outlet for her political interests, but she kept up a good correspondence with many of his Cabinet colleagues, including Disraeli, as well as writing to most of the foreign ambassadors.
