Edwards County (L-12) is located in Southwest Texas east of the Big Bend country and 100 miles west of San Antonio.
The population of Edwards County increased from 266 in 1880 to 3,768 in 1910.
Edwards County also benefitted when the state of Texas purchased the old hospital building in Rocksprings, turned it into the Sheriff Departments office, and built a new jail that houses both state and federal prisoners.

The east boundary line of St. Clair county was the meridian line passing through Fort Massac on the Ohio; thus the territory along the Wabash was detached from the rest of Illinois and formed a component part of Knox county.
The St. Clair county of 1760 was bounded on the east by the Fort Massac meridian, on the north by the Ohio, on the west by the Mississippi and on the north by the Illinois river.
The county of St. Clair of 1809 extended from the Wabash to the Mississippi, was bounded on the south by township lines between towns three and four south of the base line extending north to the English possessions.

Henceforth, ranching on the Edwards Plateau was closely tied to well water, its extraction made easier by the development of the wind-powered water pump and the horse-powered drill.
In 1946 the state established the Edwards Plateau Soil Conservation District, which was composed of all of Sutton and part of Edwards County and was operated by five ranchers, who identified problems, outlined possible solutions, and requested assistance from state and federal agencies.
County ranchers also keep some cattle, but, at about 25,000 head since the end of World War II, the county is not an important beef-producing area.

Edwards County, situated in the south-eastern part of the State, between Richland and White on the North and South, and Wabash and Wayne on the east and west, and touching the Ohio River on its southeastern border.
Albion, the present county seat (population, 937), was laid out by Morris Birkbeck and George Flower (emigrants from England), in 1819, and settled largely by their countrymen, but not incorporated until 1860.
The area of the county is 220 square miles, and population of 2,000 in 1890, is partly in this county, though mostly in White.
