The versioning scheme for Eggdrop parallels that of the Linux kernel, where "even" sub-versions indicate versions that are intended to be stable, only seeing maintenance to fix bugs, and "odd" sub-versions indicate an "experimental" stream that seeks to add enhancement.
Since eggheads took over development of Eggdrop 1.3.24 and the beldin group was way to arrogant to their users, Eggdrop2 isn't spread widely and probably never will, since even its main coder beldin dropped it from his homepage (www.beldin.net).

To answer your obvious question, yes there are Eggdrops ported for Windows, but they are unreliable, unstable, and tend to have compatability problems (especially with scripts), and we do not support them.
This is what your eggdrop looks at to know what channels to join and what nick to use and MANY MANY other options.
The example config file is called eggdrop.conf for Eggdrop v1.1/v1.2, eggdrop.conf.dist for Eggdrop v1.3/v1.4, Eggdrop v1.5 to v1.6.12 has three example config files: eggdrop.simple.conf, eggdrop.advanced.conf, eggdrop.complete.conf, and Eggdrop v1.6.13 and up went back to just eggdrop.conf.

Since the eggdrop configuration is TCL script, you need to make sure it can be read by the TCL interpreter.
when trying connecting to a server, this is not eggdrop's fault, it is that your machine does not have a identd server to answer ident queries.
If you get this very often, this is bad, and probably means the machine your eggdrop is running on is very busy doing other things or you have some buggy script doing strange things.

I get many mails about eggdrop, most of it is about bugs and questions about the scripts I wrote or changed.
Since ChanStats 1.3 was for eggdrop 1.0 (and is in the scripts1.0 directory of Expresso's eggdrop archive) someone thought it would be cool to do it for eggdrop 1.3 too.
A very complex script which is only avaliable for eggdrop version 1.1.5 because of the need to patch the bot itself for it to work.
