They are to be counted in a similar manner as the quarter notes, but with "and" counted for every off-beat eighth note.
Note: You may have already noticed that the 1, 2, 3, and 4 are lined up exactly as quarter notes would be.
It's important to note that sixteenth notes are joined with TWO solid lines along the top of each group of four notes.

In music, an eighth note or a quaver is a note played for one eighth the duration of a whole note, hence the name.
As with all notes with stems, eighth notes are drawn with stems to the right of the notehead, facing up, when they are below the middle line of the musical staff.
When multiple eighth notes or sixteenth notes (or thirty-second notes, etc.) are next to each other, the flags may be connected with a beam, like the notes in Figure 2.

L: 3 footer ; 168 steps ; The notes are on a steady beat (a bunch of quarter notes) with a small break in the middle (when it gets to a part with Kon Orange Bear).
There are freezes, lots of jumps, and about 2/3 of the way into the song, the song starts to get more onto the exact beat of the song instead of having tons of eighth note runs, but there are still some towards the end.
I bet this song is only a 7 footer because the 8th note runs aren't that long and they are for the most part between only 2 different arrows.
