And passing dogs are something of a frequent sight in Turkey's cities, particularly in Istanbul, where uncontrolled urban growth has resulted in disturbed settlement patterns, poverty, and poor sanitation -- all important factors in the development of a wide range of infectious diseases.
However, when that stage had been reached, Eker was surprised to find a faxed press release on his desk claiming that he was intending to round up all the strays in the city and move them to kennels where they would be poisoned.
The problem as he sees it is that the Istanbul Municipality does not have the authority to order local administrations to halt this policy and build kennels.

 Turkey: WHO Confirms 3rd Sibling Dead From H5N1 Bird Flu
Around 25 people were being treated for possible avian influenza virus infection symptoms at the hospital in Van early Friday, as authorities from the health and agriculture ministries attempted to manage more outbreaks across the east of Turkey.
In Istanbul, the biggest city in Turkey, authorities immediately took four pigeons, found dead near a mosque, to a lab for bird flu tests and sprayed the area with disinfectants, the municipality said in a statement late Thursday, wwhich the Anatolia news agency reported early Friday.
The situation in Turkey is qualitatively different from that observed in East Asia where human cases have been sporadic and few in number in relation to the population at risk.

A WHO investigation of a family cluster in Thai Binh Province, Vietnam, fails to reveal a specific event, such as contact with sick poultry, or an environmental source, to explain these cases and concludes that limited human-to-human spread is one possible explanation.
Altogether, H5N1 infection is suspected or confirmed on 39 farms in 14 of the country's 31 provinces, autonomous regions and municipalities.
Of the outbreaks at 39 farms, 19 are confirmed as caused by H5N1.

 Abolition of restrictions on the right to vote
The Directive 94/80/EC for the rights related to local elections grants all citizens of the Union a right to elect and to stand for election in municipal elections in the Member States where they reside, without this right being connected to the residence in the state of their origin.
Persons who are residents of the municipality on nomination day and who have attained the age of eighteen years on polling day shall elect members of municipal councils.
However, according to the legislation of the same countries, they would have to return to their country and cast their vote in the polling station located in the municipality where their last residence was before they left the country.
