Eklutna (IPA pronunciation: [ɛ 'klut nə]) is a community within the Municipality of Anchorage in the U.S. state of Alaska.
Eklutna lies near the mouth of the Eklutna River at the head of the Knik Arm of Cook Inlet, at 61°27′29″N, 149°21′44″W in the Anchorage Recording District.
The present population of the Eklutna area is 13.2% Alaska Native or part Native, most of whom are members of the federally recognized Native Village of Eklutna.

The Eklutna River is a 22-mile-long (35 km) river located in the Southcentral region of the U.S. state of Alaska.
Anchorage was largely electrified by the late 1920s, but as demand increased, Eklutna was selected as a power source because of the hydroelectric potential of the river, then known as Eklutna Creek, and Eklutna Lake.
The new Eklutna Dam (referred to as the Upper Dam) is an earth and rockfill structure 815 feet long and 51-feet high containing 85,000 cu/yd of material.

Eklutna received the property in a 1988 land exchange with the state, and Eklutna then sold the property to Knakanen (a wholly owned subsidiary of Eklutna's).

Eklutna sought a preliminary injunction to enjoin the Railroad from blasting and all other quarry activities, arguing that the Railroad does not have a conditional use permit to operate a gravel pit in that area as Anchorage Municipal Code (AMC) 21.40.240(D)(4) requires.
The trial court denied Eklutna the preliminary injunction and entered judgment as a matter of law in favor of the Railroad, concluding that the Railroad is not subject to local planning and zoning ordinances.
Eklutna and the Municipality (collectively "Eklutna") maintain that because there is no clear and express provision in the statute regarding whether the Railroad is immune from local land use regulation, a balancing of interests test should apply to determine the legislature's intent.

The Native Village of Eklutna sought a preliminary injunction to prohibit the railroad from carrying out blasting operations in a quarry owned by the railroad on land adjacent to the village.
Eklutna argued that the railroad had not obtained the conditional use permit required to operate the quarry under a local zoning ordinance.
The railroad maintained that it was not subject to the ordinance because ARCA and its legislative history showed that the legislature intended for the railroad to be immune from local zoning laws.
