El Paso is named for the pass (the English translation) the Rio Grande creates flowing through the mountains on either side of the river.
The county lies at the western-most tip of Texas, bounded by the Rio Grande River to the west and south, and is so far west of the rest of the state that it lies in another time zone while its residents rarely speak with the Texas Twang.
In the county, the population is spread out with 32.00% under the age of 18, 10.60% from 18 to 24, 29.30% from 25 to 44, 18.40% from 45 to 64, and 9.70% who are 65 years of age or older.

The R.E. Thomason General Hospital (the hospital) is a 327-bed acute care facility owned by the district with the legal responsibility to provide medical and hospital care to all the El Paso County's residents regardless of their ability to pay.
Over 31,000 members were enrolled in the first year of the district's new HMO, El Paso First Health Plan, enabling it to nearly double its commercial/managed care component from 11.4% in fiscal 2000 to 20.7% in fiscal 2001.
