I don't know El Paso's situation, but we can't always assume that the minor league teams are completely independent, in an ownership sense, from major league organizations.
The thing is, El Paso is almost unique among U.S. cities in that it essentially has no suburbs, and all the wealth in the area is contained inside the city limits.
El Paso will probably always be a growing city for the foreseeable future, at least as long as Mexico's economy remains so pitiful compared to that of the U.S. The number of people coming across the border (legally or otherwise) considerably exceeds the number leaving for greener pastures.
