		Aan het einde van de middeleeuwen nam de bevolking toe en ontstonden er steeds meer plaatsen zoals Elburg waar mensen handel dreven waar belasting op geheven kon worden en dit was duidelijk in het financieel belang van de hertog.
		Anderzijds (maar dit is mijn geheel eigen interpretatie) nam het controleren van het hertogdom steeds meer tijd in beslag en was de hertog verplicht steeds meer mensen in dienst te nemen om de controlerende functies uit te voeren, zodat de "macht" steeds meer de kenmerken van een regering aannam.
		Dat betekende dat het land in de Stadsvrijheid nog steeds strikt genomen het eigendom was van de Hertog van Gelderland, echter dit land werd aan de toenmalige bewoners van Elburg "gegeven" om onder henzelf te verdelen, waarna ze ieder het recht hadden om stukken grond in de Vrijheid te kopen of verkopen aan anderen.
