The Harlequins reside in the Webway, the Dark Eldar also live in the Webway although there is a planet they inhabit, and the Eldar Exodites [feral Eldar who fled their territory before the Fall] who reside on Exodite "Maiden" Worlds.
Eldar from any of these 'splinter groups' do not have any specific Craftworld to call home, and may have never even been on one before.
Eldar Rangers often leave their Craftworld to become outcasts and drifters, but very likely have a Craftworld that they once called home.

Apparently CW Eldar do not make use of artificial wombs, it is possible that they are like the Ildirans (from another sci-fi series) whose children will not properly develop psychic abilities unless they are carried by and form a telepathic bond with their mother.
Though the most powerful and ancient (many times reincarnated) Eldar souls now form part of Slaanesh or the Infinity Circuit which means that all Eldar born after the Fall are spiritual n00bs, in that sense weaker than most of their predessesors.

My understanding is that all Eldar need protection from Slaanesh, either of the soulstone method used by the craftworlders or the "torture and sacrifice everybody so she won't devour us" method used by the Dark Eldar.
Exodites are likely going to be using soul stones then, and I would bet that much of their relationship with the craftworld Eldar revolves around trade for them.
Whilst they are far from being blanks/nulls they tend to cause unease in other Eldar in much the same way because they walk their path alone and do not carry soulstones.

 The Special Rules for the Harlequin Army
A Harlequin model must stay within 4" of another model in the unit, rather than 2" as is normally the case.
Alternatively, a Craftworld Eldar, Dark Eldar or Exodites army can take an allied detachment of Harlequins (or the Harlequins can take the allies, depending on which way around you want to look at it...
The rules for detachments can be found on page 131 of the Warhammer 40,000 book.
