UN Secretary General Kofi Annan has asked a team of advisors to come up with recommendations for revamping the United Nations by the end of 2004.

Permanent Members have agreed to pay a disproportionate amount of the costs of peacekeeping, but (with the exception of France) they have provided few troops for peacekeeping forces and they have often been loathe to have their troops serve under UN command.
UN members are especially concerned that the Council operates inconsistently, that it often does not enforce its own resolutions and that it sometimes ignores or even violates international law.

This is due to their historical position at the formation of the UN after World War II, as they represented the victorious nations.
The UN needs a constitition that will ensure no act that goes against certain basic tenets of justice and human rights can be voted on by a majority.
There would have to be a security force, but that should be limited to conventional weapons, and it should be caommanded by representatives from many nations, much like NATO is (supposed to be).

The U.N. Security Council is one of these groups about whom I have not written in the past, mainly because until recently they have not been directly involved.
However, the logic of these ten current voting members of the Council sounded suspect to me. No one who is truly caring about improving the world situation can justify causing a delay of "some weeks" when people are dying in the Iraq conflict.
Thus these ten current U.N. delegates serving on the Security Council have decided that since NESARA is obviously going to be announced soon, they might as well make one last big financial gain for themselves.

As I said before, it should be "members" NOT "member" in the question.
I've studied the power of veto in the EU, but not in the UN - I assume that the rules differ somewhat in the two organisations and a basic outline of these nations' vetoing rights in the UN would be handy.
For example: "The five nations mentioned are the only permanent members of the UN Security Council." and "Ten nations are elected by the General Assembly for two-year terms."
