Antigua and Barbuda is an island nation located in the eastern Caribbean Sea on the boundary with the Atlantic Ocean.
Antigua and Barbuda are part of the Lesser Antilles with the island of Guadeloupe to the south, Montserrat to the southwest, Saint Kitts and Nevis to the west and Saint Barthélemy to the northwest.
The Siboney were the first to inhabit the islands of Antigua and Barbuda in 2400 BC, but Arawak and Carib Amerindian tribes populated the islands when Christopher Columbus landed on his second voyage in 1493.

The Antigua Labor Party (ALP), formed by Bird and other trade unionists, first ran candidates in the 1946 elections and became the majority party in 1951 beginning a long history of electoral victories.
Voted out of office in the 1971 general elections that swept the progressive labor movement into power, Bird and the ALP returned to office in 1976 and the party has won renewed mandates in every subsequent election.
To address these problems, the U.S. and Antigua and Barbuda have signed a series of counter-narcotic and counter-crime treaties and agreements, including a maritime law enforcement agreement (1995), subsequently amended to include overflight and order-to-land provisions (1996); a bilateral extradition treaty (1996); and a mutual legal assistance treaty (1996).

The presence of the Caribbean Community (CARICOM) Electoral Observer Mission in Antigua and Barbuda arose from a request from the Government of Antigua and Barbuda to monitor the General Elections held on Tuesday 23 March 2004.
The principal tasks of the Observer Mission were to monitor the preparation and organisational arrangements for the conduct of the General Elections, the electoral process, including the voting process and the counting of the ballots, and to assess the outcome of the Elections.
The Observer Mission commends the people of Antigua and Barbuda for the maturity shown in ensuring that the General Elections were conducted in a peaceful manner and in an environment conducive to the free expression of the will of the voters.

The widely anticipated removal of the party that has ruled Antigua and Barbuda since Independence was confirmed in an opinion poll published in the Antigua Sun newspaper yesterday (Thursday) which predicts a landslide victory for the United Progressive Party, which is expected to win fourteen of the seventeen seats to be contested.
It is suggested that this may be behind the Prime Minister’s inordinate delay in setting the election date; in the face of his public undertaking that he would have called the election immediately upon completion of the re-registration of voters last year.
