In accordance with Article 3 of the Constitution of the Republic of Armenia, elections of the President, elections to the National Assembly, elections of the local self-governing bodies of the Republic of Armenia are held through universal, equal, direct suffrage, by secret ballot.
The state encourages that the elections of the President of the Republic, elections to National Assembly, local self-governing bodies are held under competitive and alternative principles.
During national elections (with the exception of elections of local self-governing bodies) the Central Electoral Commission, starting from 11:00 a.m., regularly announces the data on the number of voters that have participated in the elections.

The parliamentary elections and the constitutional referendum of 5 July 1995 were regulated by the 1977 Soviet Republic of Armenia Constitution, the changes and additions to constitutional law passed on 27 March 1995, the 2 April 1991 Referendum Law with subsequent changes and additions and the 4 April 1995 National Assembly Election Law.
Immediately after the elections, Union for Justice, a bloc of opposition parties, accused the Government of unprecedented levels of forgery in the elections and of using brute force to achieve its targets.
Elections, privatization and new legislation are, in the eyes of a disillusioned electorate, merely the covers under which a small corrupt clique can concentrate wealth and power in its own hands, and at the same time present to international observers a picture of transition to democracy and the market economy.

 Parliamentary Elections Held May 25 in Armenia
The United States agrees with the preliminary assessment of the May 25 parliamentary elections in Armenia, issued by the joint International Election Observation Mission (IEOM) of ODIHR [Office for Democratic Institutions and Human Rights], the OSCE Parliamentary Assembly, and the Parliamentary Assembly of the Council of Europe (PACE).
International observers noted a number positive developments in these elections, including the diverse choice of candidates and parties in the proportional contest, the relative equality of campaign opportunities enjoyed by the various candidates, parties and electoral blocs, and the generally balanced electoral coverage provided by state-run television.
The markedly mixed assessment of Sunday's elections is particularly disappointing considering the great progress that Armenia has otherwise made over the past 11 years in building a modern society of which its people and government can be justly proud.

He said the opposition has not departed from its earlier aims new parliamentary elections, a new Constitution and a new government to be formed on the principle of professionalism.
New elections can take place only when the leadership is forced to comply in the presence of an outside force and changes in existing legislation are made, he said.

As for Armenia, it is unlikely that anyone is going to ensure that the electoral law functions because the stakes are too high.
I think the NK elections were a model of the upcoming elections in Armenia in 2007 and 2008.
In fact, the only thing that will allow free, fair and transparent elections in Armenia will be if a candidate close to the rulign regime really has the support of the people so that falsifications are unecessary or the international community warns Armenia of sanctions and possible fallout if they don’t.

In his words, these Armenians will never allow their country to turn into a totalitarian state because private money transfers (which, by the way, are as big as neighboring Azerbaijan’s earnings from the sale of its energy resources in one year) are a deciding factor in the survival of the Armenian economy.
