Azerbaijan declared its independence from the former Soviet Union on August 30, 1991, with Ayaz Mutalibov, former First Secretary of the Azerbaijani Communist Party, becoming the country's first President.
Among its reforms, the PFP dissolved the predominantly Communist Supreme Soviet and transferred its functions to the 50-member upper house of the legislature, the National Council.
Elections in June 1992 resulted in the selection of PFP leader Abulfez Elchibey as the country's second president.

Azerbaijan has a three-year arrangement with the IMF under the Poverty Reduction and Growth Facility (PRGF) which was approved in July 2001 in an amount equivalent to SDR 80.45 million.
Azerbaijan is the EU’s largest trading partner in the Caucasus although this primarily relates to cotton, oil and gas.

 Human Rights in Azerbaijan
The legislation on holding elections for the Presidency on October 11, 1998, and, in the consequence, elections on the local level arose a sharp criticism on the opposition parties side.
In Azerbaijan there came to head the necessity of carrying out radical reforms in the criminal justice system to ensure the protection of the prisoners being under arrest as the suspected and accused - the necessity which the government is inclined to ignore.
The long term purposeful policy of Azerbaijan in the respect of the national minorities led to the disappearance of whole peoples, the representatives of which were registered as the Azeris, thus self-arbitrarily and forcibly depriving them of nationality, though their increasing in number did not yield to the natural increase of the Azeris.

 OSCE CRITICIZES AZERBAIJAN’S PRESIDENTIAL ELECTIONS:
In the view of the OSCE, these failings outweighed the positive aspects of the election, including the final version of the election law, which all sides acknowledged as acceptable, the freedom for candidates to campaign on television and meet with voters, the abolition of censorship, provisions for domestic observers, and limited scope for demonstrations.
Elaborating on this point, Azerbaijan’s Ambassador to the United States, Hafiz Pashaev, took issue with the Washington Post’s critical October 17 editorial on the election and the setback to Azerbaijan’s democratization.
Nevertheless, the negative assessment of the election by the OSCE and Council of Europe was undoubtedly a blow to his legitimacy.

Recent elections, including the controversial October 2003 presidential election, have been marred by numerous serious irregularities and therefore have not met international standards.
For the December municipal elections, U.S. efforts focused on the need to correct the irregularities of the past, in preparation for the November 2005 parliamentary elections.

The presidential elections of 15 October 2003 could not happen without the natural influence of deep rooted societal traditions and skills, especially due to the fact that key figures of the ruling political elite are foster-children of the Soviet political-economic nomenclature.
The FIDH recalls that presidential elections were awaited by the international community and considered as a test to assess the country’s efforts towards the transition to the rule of law.

Nevertheless, heads of election commissions in the process of voting at times expressed their discontent at conduct of domestic observers and exercised such punitive measure as withdrawal of observers from the process of monitoring.
The Central Election Commission had to issue a special decree providing that persons who are not listed in the list of voters but are permanent residents of a specific area, may be entered into the list of voters by decision of precinct election commissions until the voting day.

BAKU, Azerbaijan - Thousands of demonstrators chanting "Freedom" and carrying portraits of President Bush marched across Azerbaijan's capital Saturday, demanding the resignation of the government and free parliamentary elections - in the biggest protest in years.
Azerbaijan's opposition bloc has chosen orange as its campaign color - the color that was also used by the Ukrainian opposition during mass protests dubbed "Orange Revolution" that helped pave way for the victory of a Western-backed candidate over a Russia-backed rival.
Azerbaijan, a mostly Muslim country of 8.3 million, is the starting point of the key pipeline that Washington says will reduce dependence on oil from the Middle East.

Pentagon chief Donald Rumsfeld’s recent drop-in to Azerbaijan was a sign of the country's strategic significance to the U.S. It also offered a nice counterpoint to the recent happenings in Georgia, where a leader accused of rigging his reelection was ousted with U.S. assent.
Azerbaijan was the only Muslim nation to send troops to Iraq, and the country is crucial to U.S. interests, with its big oil-pipeline project and its ability to offer fly-over rights and refueling for U.S. aircraft bound for the Middle East and Afghanistan.
Election observers revealed that the Azerbaijan vote did not meet OSCE standards in "several important respects." Meanwhile, The State Department has voiced disappointment, adding that reported violations "cast doubt on the credibility of the results." That was pretty much the extent of U.S. comment, though.

For Azerbaijan to be accepted into a wider world community it was important that its elections are viewed as being free and fair and the introduction of ICT plays a crucial role in achieving this.
The introduction of ICT with regard to elections has two main areas of operation, namely to establish an electronic electoral roll to be regularly updated and to automate the transmission of information and the polling process from each polling station to the CEC during elections.
On election day the incoming information is saved on the server and transmitted to the three indicator boards set up in the observer’s hall.

 Helsinki Commission Calls for Free, Fair Elections in Azerbaijan - US Department of State
In a July 2 press release, Smith, a Republican from New Jersey, indicated he was “very disappointed” that Azerbaijan’s parliament passed an election law that does not incorporate many key changes recommended by international observers, especially in the composition of election commissions.
Smith has co-sponsored a resolution calling on Azerbaijan to assure that its November elections will be “orderly, peaceful, free and fair.” The resolution is expected to be considered by the U.S. House of Representatives later this year.
Smith is an original co-sponsor of House Resolution 326, which calls on the Azerbaijani Government to assure that November’s elections are “orderly, peaceful, free and fair,” with the full participation of opposition parties on an equal basis.  The resolution is expected to be considered by the U.S. House of Representatives after its Independence Day recess.

A rally was held on December 9, 2003 by Students for Freedom and Democracy in Salt Lake City, Utah to protest fraud committed by Azerbaijan's government in the country's October 15 presidential election and the arrests of opponents that followed.
According to SFD spokesperson Krystal Powell, Azerbaijan's government was charged by international observers with conducting a fraudulent election this past October 15.
Powell stated, "that election fraud of the magnitude committed in Azerbaijan last October reflects the actions of a dictatorial government, not a budding democracy.
