Elections were held for all the members of the National Assembly on the normal expiry of the members' term of office.
The 1997 election date was announced on 14 February, following the approval of constitutional amendments which notably changed the name of the Assembly of People's Deputies to National Assembly, increased its membership from 107 to 111, and removed the limit on the presidential mandate.
The previous general elections had taken place in May 1992, and the outgoing legislature was the first to complete its full term (5 years) since the country achieved independence in 1960.

The French consciously chose not to develop industry in Burkina Faso to force labor to seek work in Côte d'Ivoire, and they refused to develop an infrastructure, especially roads, that would compete with the railroad they had constructed to supply labor to the coast.
