Kosovo, formally a province of Serbia, has been administered by the United Nations since NATO's 1999 air war forced Serb forces to end a crackdown on separatist ethnic Albanians and to relinquish control over the region.
Talks to determine Kosovo's future, whether it becomes an independent state or remains attached to Serbia, are under way and are aimed at steering the two sides toward settling the province's status by the end of the year.
The decision "foresees that municipal elections scheduled to be held in 2006 shall be postponed for a period not exceeding twelve months," the U.N. statement said, reports AP.

The Central Election Commission (CEC) is responsible for creating the rules that govern the election process; its recent decision to expand its political code of conduct to include rules against the political violence and intimidation which exist in some parts of Kosovo is to be welcomed.
Kosovo needs a regulation for the conduct of the media, but the one recently introduced by the OSCE needs to focus more narrowly on punishing media actions that incite violence or ethnic hatred, to be limited in duration to the election period, and to be implemented by a senior, independent international media figure.
Should Serbs continue non-participation in elections, UNMIK should nonetheless seek to appoint appropriate Serbs to the municipal assemblies to be elected in the autumn and consider devising and holding special elections for Serb communities at the sub-municipal level.

Kosovo, which is still formally a southern province of Serbia, has been under United Nations and NATO control since the end of its 1998-1999 war.
Kosovo President Fatmir Sejdiu said Kosovo's five-member negotiating team was "particularly disturbed" that the delay was related to the Serbian elections.
The loss of Kosovo could boost the ultra-nationalist forces in Serbia, notably the Serbian Radical party, currently in opposition but still the strongest single political force in Serbia with a third of the seats in its 250-seat parliament.

 MOFA: Emergency Aid for Municipal Elections in Kosovo to Support its Democratization
In Kosovo, municipal elections will be held on October 28 by the OSCE Kosovo Mission, under the control of the United Nations Interim Administration Mission in Kosovo (UNMIK).
At the Kyushu-Okinawa G8 Summit Meeting, it was recognized that the upcoming elections will be an important step in the establishment of a democratic and multi-ethnic society, and they are regarded as important in that they will foreshadow the development of peace in the region in the future.
In view of the significance of the upcoming elections, and considering the request from OSCE, the Government of Japan has decided to extend this grant aid to support the expenditure needed to implement the elections.

The project aims at a fair, accurate, objective, balanced and comprehensive coverage of the election campaign, for all political parties and communities not favouring nor discriminating any political subject, party or citizen.
