Today, presidential elections took place in the breakaway and self-declared Republic of Nagorno Karabakh (a source of constant dispute and armed conflict between Armenia and Azerbaijan).
The Karabakh authorities have even established a press room with an internet connection so they can file their reports, something which seems like a great idea and one which should be introduced in Armenia given the high cost even for low-quality dial-up services.
As much as Nagorno Karabakh is a the heart of the conflict between Armenia and Azerbaijan, one should still understand local people's desire to run things by themselves.

 Nagorno-Karabakh
The term Nagorno-Karabakh originates from the Russian for "mountainous Karabakh." As the Azerbaijani population grew, the Karabakh Armenians chafed under discriminatory rule, and by 1960 hostilities had begun between the two populations of the region.
Massive demonstrations were held to demand the release of the members of the committee, and, in the elections to the Armenian Supreme Soviet, the legislative body of the republic, in May, Armenians chose delegates identified with the Karabakh cause.
A presidential election in the breakaway Nagorno-Karabakh Republic (NKR) was held on 11 August 2002, and as expected, acting President of the NKR Arkady Gukasyan won the election.

Elections in Nagorny Karabakh follow the same democratic pattern observed in all other civilized countries: they are carried out by general, equal, and secret ballot.
Until 2004 the following documents described the election procedures: the Law on the President of the NKR, the Law on the Election of Deputies to the National Assembly of the NKR, and the Law on the Election to Local Self-Administrations.
In March 2000 the republic acquired a new law on the parliamentary elections, which adjusted some of the provisions of the previous document to the international standards.

On June 19, Nagorno Karabakh held parliamentary elections that were observed by a six-person PILPG delegation.
The PILPG delegation visited over 37 polling sites throughout the country on election day and also met with representatives of six major political parties, members of the Central Election Commission, independent civil society representatives, and the president and foreign minister of Nagorno Karabakh on election day and in the days leading up to the vote.
The delegation concluded that the elections were conducted freely and transparently and marked a significant step forward for democratic development in Nagorno Karabakh.
