New Caledonia's status was also changed from an overseas territory to an "overseas country" - an arrangement in which it remained an integral part of France but had exclusive authority over internal matters.
Unlike Algeria, though, which had a large and densely settled native population numbering several million at the beginning of the French conquest, New Caledonia was populated by dispersed tribes with differing cultural heritages numbering in the tens of thousands, at most.
New Caledonia is of roughly the same size, population-wise, as Samoa and Tonga, after all; but whereas New Caledonia, much to the Kanak's deficit, has been a net receiver of immigrants, Samoa and Tonga rank among the largest per capita senders of migrants in the world.

The elections on 9 May ended the dominance of Lafleur's party, as the AE took away 9 seats from the RPCR in the South, winning 19 total seats out of 40 in the provincial assembly and 16 seats in the Congress, compared to 3 for the Alliance in 1999.
Australian and New Zealand forces had joined the French in military exercises in New Caledonia in June, as part of the 1993 FRANZ agreement, and Thémereau welcomed Australian overtures to increase its already large trade with and investments in the territory.

Only after this has been accomplished is the new Prime Minister required to reform his or her government in accordance with section 99 of the constitution by inviting all parties with more than 10 percent of seats into cabinet.
New Caledonia’s government is directly elected by the Congress (parliament), although portfolios are allocated by the President.

Asking whether Tokelau, New Zealand and the Special Committee were ready to “cast the lure for the great fish”, he said the next period would be one of consolidation, including the strengthening of public services, the taupulega and the General Fono.  In the next period, the constitution would be completed.
NEIL WALTER (New Zealand), Administrator of Tokelau, said New Zealand had always seen it as its responsibility to encourage and support territories along the path to greater political self-reliance and had always taken the view that it was for the people of the territories themselves to determine the direction and pace of their political evolution.

I have been involved with the weapons distribution and after thinking that it was not such a good idea to distribute thousands of AK47s and 9MM handguns, I have come to realize it is very important for the security of the country for the police to have these guns.
Once the elections, scheduled for Sept. 18, have taken place, the security will be a lot better because it will show the Taliban (whose back is pretty much broken now) the Afghan people want a free and democratic society.
Security is a big issue prior to the elections, because the insurgents are going to do all they can do to stop this process.
