Electoral Backgrounder 14: Electoral Fraud and Multiple Voting
In many cases, allegations of electoral fraud are made because the complexities of the federal electoral system, and the in-built accountability and transparency measures that guard against such fraud, are not completely understood or appreciated, leading to suspicions about the integrity of the organisation conducting the election.
In other cases, allegations of electoral fraud may be deliberately intended to cast doubt on the legitimacy of an incoming government, or to raise suspicions about forthcoming elections so as to discredit the result in advance, and may be part of a wider campaign of political mischief.
Electoral fraud is a term used to refer to a range of offences contained in the Electoral Act, and can be applied to the overall conduct of an election, to the maintenance of the electoral rolls, or to more specific instances of enrolment and voting behaviour.

Majority fraud is probably far easier than minority fraud: for minority fraud to be successful the minority must fool the majority party within its own state, which probably controls the election machinery.
Majority fraud requires merely that the party which probably controls the election machinery must manage to fool or silence a group that is already a minority.
But in a majority-rules system, majority fraud is just as effective as minority fraud -- boosting a candidate's vote within a state from 60% to 70% helps tip a national election just as much as boosting it from 30% to 40% or from 45% to 55%.

It was no surprise on Sunday that the Mexican Federal Electoral Institute (IFE) ruled its partial recount of about 9% of the ballots cast in the disputed presidential election held on July 2 showed ruling National Action Party (PAN) candidate still the winner.
Lopez Obrador aides cited evidence of overwhelming fraud in at least one-third of the polling stations and that any failure to do a recount in all of them would show clear IFE bias toward its announced winner on July 6 and would not be accepted without a concerted fight.
The fraud uncovered so far showed the preliminary vote totals were manipulated to allow PAN candidate Felipe Calderon to be the winner.
