All Australian Proportional Representation systems are STV types, although the South Australian, Western Australian and NSW Upper Houses and the Senate may be thought of as semi-List Systems as the ballot paper provides for above the line voting and left and right of the line in the case of Western Australia.

Ostensibly, the prime requirement of an electoral system is that it enables the citizens of a nation to elect their legislative members and, in many cases, the head of state.
Single-member electoral arrangements are typically based on the representation of particular localities, with the citizen easily able to identify his or her local member.
The electoral system used to elect members of the Russian national legislature is such a system, for no provisions exist for representation to be adjusted to achieve proportionality.

 DEVELOPMENT OF SPATIAL DATA INFRASTRUCTURES — LESSONS LEARNT FROM THE AUSTRALIAN DIGITAL CADASTRAL DATABASES
This paper uses the State of Victoria as a typical case to analyse the interaction of the forces that have shaped the development of SDIs in Australia, particularly the critical digital cadastral databases (DCDB), and to highlight some generic trends and lessons learnt in managing SDIs in the context of economic rationalism.
The integrity of the cadastral system however was based on the individual accurate cadastral surveys and plans kept in the Land Titles Offices and those relating to Crown land kept in the Department of Lands or Offices of Surveyor General.
The 1996 Australian Census was the impetus to overcome the technological and organisational barriers posed by eight state and territory cadastral systems to provide the first national DCDB product integrated with aspects of each state’s topographic data sets.

The system places considerable pressure on the electoral administration to run a second election soon after the first, significantly increasing the cost of the overall election process and the time between the holding of an election and the declaration of a result; this can lead to instability and uncertainty.
Lastly, PR systems often have a barrier to surmount because they are still unfamiliar systems to many countries with English or French colonial histories, and because some variants are seen as being too complex for voters to understand or for the electoral administration to implement.

The government of Australia is a federation, and Australians elect state and territory legislatures as well as a bicameral Parliament of Australia.
In the states and territories, elections are held at least every four years (except in Queensland, which has three-year terms).
The proportional representation system allows these parties to win seats in the Australian Senate and in the state upper houses, but they have usually been unable to win seats in the House of Representatives (the Greens won a House seat at a 2002 by-election, but lost it in 2004).
