Electronic Toll Collection (ETC), an adaptation of military "identification friend or foe" technology, aims to eliminate the delay on toll roads.
ETC was first introduced in Bergen, in 1986, operating together with traditional tollbooths.
This permits one to drive a vehicle on another operator's tolled road with the tolls that are incurred on that road being charged to the driver's toll-payment account that they have with their home operator.

 ITS Canada: Electronic Toll Collection
Toll collecting agencies are moving toward the implementation of ETC systems in order to obtain substantial cost benefits.
In Japan, toll collection is undertaken by public corporationsóthe expressway authoritiesó that, in addition to their toll revenue, receive a small percent of their income from the governmentófunded by treasury investment and loansówhich is adminstered by the Japanese Ministry of Contruction.
Despite the fact that deployment of electronic toll systems could be speeded up by interoperability either at the reader or at the tag level, vendors are being particularly slow to adopt this approach, preferring to take their chances, and possibly a larger market share, with the adoption of de facto standards.

Electronic Toll Collection Systems in Europe
Electronic toll collection has fast become popular with operators and users alike, as the driver does not have to stop at a toll-booth and physically pay the toll.
However, toll collection systems have evolved over the years, and a pioneering new technology being piloted in Switzerland is set to revolutionise the industry.
Original ETC systems were in the form of dedicated fast lanes in manual toll plazas, where one or more lanes are dedicated to automatic toll collection.

 ITS Canada: Electronic Toll Collection
Long queues at selected toll plazas, combined with the physical (and environmental) restrictions that are preventing the addition of new booths, have encouraged toll operators to implement ETC on existing toll infrastructure as a means of increasing throughput, generating additional revenue, reducing operating costs, and improving customer service.

Raytheon : HTMS — Sample Projects
On CIH, the Raytheon Roadside Toll Collection equipment is deployed on the highway “mainline,” rather than on entry and exit ramps, to minimize infrastructure, tolling equipment and maintenance cost.
The physical layout of the highway with the tolled MnPass express lanes are directly adjacent to toll-free general-purpose lanes and pose a challenge to the tolling technology.
The ETC system transformed the existing lane-based system into an open-road collection system, allowing the toll plazas to remain as toll collection points but without the personnel and toll collection traffic congestion.

Electronic Toll Collection (ETC) is the use of various technologies to allow the manual in-lane toll collection process to be automated in such a way that customers do not have to stop and pay cash at a toll booth.
ETC allows the toll facility operator to improve customer service and satisfaction by speeding their trip through the toll plaza, removing the need for the customer to stop, fumble for change, or roll down their window.
The toll facility operator also benefits from ETC. Facility throughput can be increased without the need to build additional infrastructure (such as more toll booths) and the amount of staff dedicated to the toll collection process can often be reduced.

Lanes at the toll plaza can be configured for optimal traffic management, including some which are restricted to pure electronic tolling and others which use manual fare collection.

Toll roads are the only viable solution to the capacity problem, and their ability to accommodate congestion—or demand—pricing make them an attractive approach to improving efficiency.

Most users (i.e., toll road authorities), systems integrators, and ETC system vendors believe that S. 1523 and the proposed Chapter 16 additions to the California Code of Regulations are unnecessarily restrictive, and their objections encompass technical, economic, and other factors.

 Drivers.com: Accelerating electronic toll collection
Since the mid-1990s some toll roads have used express-lane formats for open road tolling, and the new test track will evaluate expanded wireless design scenarios that contemplate the complete elimination of barriers, enabling free flow of traffic among multiple lanes.
Open road tolling allows electronic toll collection transactions to occur under normal highway driving conditions, eliminating plaza barriers and creating a new toll road design that helps alleviate congestion.
Ultimately, as more and more motorists migrate to electronic toll payment, toll authorities imagine roads that are primarily an open-road design, eliminating toll plaza congestion, improving motorist safety and controlling operational costs.

SANS Institute - Electronic Toll Collection
Since 1992 active Radio Frequency Identification (RFID) tags have been used in vehicles to automate the toll process on toll roads, bridges, and tunnels in a process called Electronic Toll Collection (ETC).
These tags are mounted to the windshield or externally surrounding the license plate on a vehicle and read as the vehicle proceeds without stopping through special lanes at the toll plaza.
Given the state of the art within the automated toll collection process and systems, it is indeed possible to cheat this system through a variety of means on a small scale.
