By railroad men the so-called "rush hours" in New York are known as "commission hours," because of the fact that "commission trains" as provided for by the Commission of 1875 were operated at a cheaper fare in those hours.
It was practically broken down and elevated roads were in bad odor; that was before the Court of Appeals had affirmed the validity of the elevated road legislation.
The evolution of the elevated railroad from the crude conception of Harvey in 1866 to the successful operation of 1879 was attended by revolutions within the companies themselves.

It was a standard gauge railroad under the control of Jay Gould from which the narrow gauge South Park Railroad acquired six passenger cars in 1880.
The New York Elevated Railroad Company was born 27 October 1872, as a reorganization of the bankrupt West Side Patented Elevated Railway Company, the first attempt anywhere at building an elevated rapid transit line.
The old charters of these firms were thereby reconfirmed by the RTC, which also gave them permission to construct and expand their lines on the West Side, and to build new lines on the East Side along 2nd and 3rd Avenues, all of which were to extend to the Harlem River.

 Jazz Age Chicago -- Metropolitan West Side Elevated Railroad
Initial plans for the railroad called for the construction of a four-track, east-west main line generally along Congress Street from the west side of downtown to a point just west of Ashland Avenue on the city's west side.
In 1911, under the leadership of electric utility tycoon Samuel Insull, all of Chicago's elevated railroads, including the Metropolitan West Side 'L', were unified to form the Chicago Elevated Railroads.
The consolidation of the elevated had much to do with the public's growing desire to transfer between separate elevated railroads without having to pay a second fare to do so.

 Chapter 07. Inception of the Elevated Railroads
As before stated Harvey at the session of 1866 had obtained the passage of an amendment to the General Railroad law allowing him and his associates to form an incorporation for the purpose of building an elevated railroad to be operated according to his patents by means of cables driven by stationary engines.
After the New York Elevated Railroad Company had taken over the property it obtained the passage of an act by the Legislature, confirming its acquisition of the rights granted to the West Side and Yonkers Patent Railway Company and authorizing it to continue and complete the railroad thereby granted.
This act required the New York Elevated Railroad Company to construct and complete at least one track within five years, under the supervision of the Commissioners named by the Governor, who were continued, vacancies in their number to be filled by the Governor.

Elevated Forney’s were considered “double-ended” locomotives because they were intended to operate as much in forward as reverse (the South Side’s terminals were stub-ended affairs).
The Loop also carried trains belonging to the city’s other “L” companies: the Lake Street Elevated Railroad (which had converted to electric traction in 1896 after just three years of steam operation) and the Metropolitan West Side Elevated (opened as an electric railroad in 1895).
In 1900, trains of the Northwestern Elevated Railroad were added to the mix.

Also approved are franchises for the construction of a downtown loop using a back alley route and a westward extension of the line from 40th Avenue to 52nd Avenue in newly annexed territory from the Town of Cicero.
A clause stipulates that should any of the authorized lines be leased to an existing Chicago elevated whose tracks terminate at the Chicago-Cicero border (obviously referring to the Lake Street Elevated), a through fare of five cents be charged to any point on Wabash Avenue north of Van Buren Street.
The city's four "L" companies (the South Side Elevated Railroad, the Metropolitan West Side Elevated Railroad, the Chicago and Oak Park Elevated Railway and the Northwestern) form a "voluntary association" under the name of the Chicago Elevated Railways Collateral Trust (CER).

The Union Elevated Railroad, backed by transit magnate Charles Tyson Yerkes, was incorporated on November 22, 1894 to construct a loop around the central business district, connecting the three elevated lines that until 1897 ended at individual terminals.
Lawyers for Schlesinger and Mayer obtained a restraining order against the city to allow work to be completed, but to belabor the point the Union Elevated announced that the actions of the city had violated the city's own ordinances, thus excusing the elevated from continuing to pay the city the compensation required under their franchise.
As part of the construction work, the entire elevated structure was to be rebuilt from Lake to Washington Streets and the supports down the middle of Wabash would've been replaced by columns anchored along the curbs.

Two months later, the San Gabriel Valley Rapid Transit Railroad Company was incorporated “for the purpose of constructing a railroad from some convenient point in the City of Los Angeles to the town of Monrovia.”  The capital stock of the new corporation was set at $250,000, and all of it was eventually sold.
One inducement the railroad used to get the support of the people living along the route of the railroad was to promise that depots would be built at frequent intervals.
The railroad was unable to purchase a right‑of‑way from Boyle Heights into Los Angeles along its original route, so the City Council granted another franchise from Wabash Avenue to the corner of Aliso and Los Angeles Streets.

On 1 January 1917, through more mergers with the Vandalia Railroad and other smaller lines, the company was reorganized as the Pittsburg, Cincinnati, Chicago and St. Louis Railroad, which came to be operated by the Pennsylvania Railroad on 1 January 1921.
Railroad tracks in the city, especially those surrounding Union Station and running south of the Warehouse District, created the dual problems of traffic congestion and public safety.
This collection contains photographs that document two railroad construction projects: the construction of railroad track elevations and facilities in the mile-square area of Indianapolis between 1918 and 1922, and a track elevation project in Cleveland, Ohio, in 1923.

In 1886, Yerkes formed the North Chicago Street Railroad Co., which acquired the North Chicago City Railway Co. And in 1887, Yerkes formed the West Chicago Street Railroad Co., which acquired the Chicago West Division Railway Co. Yerkes thus gained control of all of the street railways on Chicago's north and west sides.
In 1893, Yerkes moved into the elevated railroad field as the principal backer in the incorporation of the Northwestern Elevated Railroad Co. Service began in 1900.
In 1897, Yerkes acquired the Suburban Railroad Co., whose streetcars had served the western suburbs and connected with the competing Metropolitan West Side Elevated Railroad Co. After gaining control, the Suburban Railroad Co. routes were changed to connect instead with his Lake Street Elevated Railroad.
