The Congress of the Philippines (Filipino: Kongreso ng Pilipinas) is the national legislature of the Philippines.
It is a bicameral body consisting of the upper chamber, the Senate, and the lower chamber, the House of Representatives.
This enables these minority groups to be represented in the Congress, when they would otherwise not be represented properly through district representation.

Congress' intent to abrogate the States' immunity from suit must be obvious from "a clear legislative statement." This rule arises from a recognition of the important role played by the Eleventh Amendment and the broader principles that it reflects.
In arguing that Congress through the Act abrogated the States' sovereign immunity, petitioner does not challenge the Eleventh Circuit's conclusion that the Act was passed pursuant to neither the Fourteenth Amendment nor the Interstate Commerce Clause.

The Act, passed by Congress under the Indian Commerce Clause, imposes upon the States a duty to negotiate in good faith with an Indian tribe toward the formation of a compact and authorizes a tribe to bring suit in federal court against a State in order to compel performance of that duty.

It met in Washington, DC from March 4, 1809 to March 3, 1811, during the first two years of the first administration of U.S. President James Madison.
In this Congress, Class 1 meant their term began with this Congress, requiring reelection in 1814; Class 2 meant their term ended with this Congress, requiring reelection in 1810; and Class 3 meant their term began in the last Congress, requiring reelection in 1812.
