The Constitution of the United States is the supreme law of the United States of America and is the oldest written national constitution still in force.

The apportionment of seats in this House of Representatives was based on the Second Census of the United States in 1800.
In this Congress, Class 1 meant their term began with this Congress, requiring reelection in 1814; Class 2 meant their term ended with this Congress, requiring reelection in 1810; and Class 3 meant their term began in the last Congress, requiring reelection in 1812.

The First United Nations Congress on the Prevention of Crime and the Treatment of Offenders, held in 1955, was attended by 61 countries and territories, and over 500 participants, while the Tenth Congress, held in 2000, was attended by 137 governments and approximately 2,000 participants.
The United Nations Commission on Crime Prevention and Criminal Justice, the preparatory body for the Congress, has been tasked by the General Assembly to prepare the text of a draft declaration for submission to the Eleventh Congress, taking into account the recommendations of the regional preparatory meetings, held last year.

According to the Chief Justice there had been insufficient evidence before Congress that patent infringement by the states was such a serious problem as to justify removal of sovereign immunity from all of the states irrespective of whether they provided for some alternative means of relief or the type of infringement involved.
Congress therefore had no right to provide that if a state carried out certain acts it was deemed to have waived its sovereign immunity.
