But for Elgg the cost sunk into developing the application so far are minimal compared to the costs over time building and mantaining it.
As long as Elgg developers are looking closely at Drupal in their work, it'll be a little easier for them to pitch in a Drupal module here or there, or even just communicate with Drupal developers in creating similar functionality.
I haven't used Elgg, so I can't comment on whether they should redevelop on a Drupal platform, but I'd suggest that the "sell" in that argument is convincing Elgg developers and maintainers that Drupal is flexible enough to move exactly in the directions they want to move, without compromising Elgg's emphases.

Use of Elgg in combination with classroom study of grammar, vocabulary, and syntax gives students a chance to regularly record their progress as they put what they are learning to immediate use in self-directed, authentic, and possibly enjoyable ways.
Elgg also offers a file repository, which allows users to upload and share learning objects in a variety of formats such as text, photos, audio, video, screen presentations, and so on and use them in conjunction with the weblog.
Perhaps the biggest advantage of using Elgg over Moodle is that students are far more likely to continue using the tools because they own them, and to engage with others in conversation after the semester is finished because they have built their own personal learning communities.

Elgg started out, back in early 2004, as an alternative eportfolio system to the institutionally controlled, top-down approaches that were gaining attention.
As Elgg has grown and the climate around ePortfolios/personal learning space has developed, it is beginning to feel that the time is coming for this type of personal learning landscape.

Been having fun lately experimenting with Elgg: the learning landscape, a social networking tool created for use in education.
Or, it is open source software that is fairly easy to install for anyone that wanted to setup an elgg site in their department or institution.
Elgg is about as different from Drupal as each of them are different (in their increased feature set) from regular blog software such as WordPress or MT. Definitely worth a look see before setting up those old boring individual weblogs for your class.

Just saw a tip about creating "feed books" in Elgg - subscribing to a bunch of RSS feeds that will be used to populate a blog.
Elgg has improved a heck of a lot in the year since I quietly rolled out weblogs.ucalgary.ca (powered by Drupal at the moment).
Elgg and WPMU are better as individual spaces, with varying degrees of built-in aggregativeness (Elgg has some cool Friends features, WPMU would rely on external aggregation).

I've had a few people come up to me at conferences recently and ask me to compare ELGG and Moodle, and choose between them as if they were somehow mutually exclusive.
Thus they are using ELGG as one of the ways to build community "between" the space of courses, community that is formed not because of one's membership in a pre-ordained group or cohort but out of your interests.
But what I love about ELGG is that it is built from the groud up around the user and their connections as they key focus, rather than on 'courses' or 'content' (I'm not trying to levy a criticism at Moodle here as I like it very much as well).

I haven't yet done a Drupal to Elgg migration, but I just took a look at the table structure of Elgg, and (famous last words here) it might not be that hard.
In the migration, the ident fielg in Elgg's "users" table corresponds to the uid in Drupal's "users" table, and migrating the basic user data would be pretty straighforward.
Zack Rosen had a post on his blog where he was advocating combining Drupal and Elgg -- you are right on when you identify that Drupal is not a personal environment.

 DrupalED | Drupal distributions for education
This is an open source project designed to integrate Elgg, Drupal, Moodle, and Mediawiki.
The project is a collaborative venture between the Elgg team and FunnyMonkey.
In the next few weeks, we’ll be building out the infrastructure to support the project, including a development site to centralize the integration discussions and coding, as well as a svn repository for the codebase.

I just discovered elgg, when I was trying to figure out how to make organic groups work properly.
Elgg has many terrific features of the type show-this-post-only-to-my-friends built-in, that work pretty much at the click of a button.
Elgg also allows individual users to have their own collection of rss feeds.

Once the file sending is complete, moodle sends a 'files sent' ping to elgg, which unzips the file, parses the manifest and attaches the files (default access to private) to the requested user.

Also, the file upload system is different and a more usable design than having only attachments as/with nodes, and the ability to set privacy levels for individuals (friends) is something Drupal does not have (unless this is a recent additional that I have missed it).
While some distance educators on the web have talked about this mix and match philosophy of being able to use multiple apps as the best method, most teachers are looking for the easiest setup to use with the minimal learning curve to achieve their goals.

Elgg uses a feature of the Apache web server called mod_rewrite to create the virtual folders /username/, /username/weblog/, /username/files/ etc. It also prevents access to some folders.
It has been pointed out to us that if you downloaded Elgg to an OS X Mac and since OS X is Unix based, it hides any files that start with a period.
If you have installed Elgg in a sub-directory it has been noted that the Automatic tag suggestion function does not work properly.

So here's where I really blow my own trumpet: Elgg has been up since November as a closed alpha, where we've been adding new features and fiddling around with it for a core usergroup of academics.
On Friday we released Apcala, which is open to the public and runs on exactly the same software, which we will later make freely available.
We've been written up a lot, and the underlying Elgg software is about to be released as open source.
