Eli (עֵלִי "Ascent", Standard Hebrew ʻEli, Tiberian Hebrew ʻĒlî) is the name of one of the last Israelite Judges before the rule of kings in ancient Israel.
His sons (Hophni and Phinehas) were considered to be very wicked and were eventually struck down by God for the inreverence they showed in doing their priestly duties.

It may be assumed, however, that the original Book of Judges was carried down to the end of the period and concluded with the story of Eli and Samuel, which forms the beginning of I Samuel.
Nor is it impossible that the story, as Nöldeke was the first to assume, describes the ruin of Benjamin by the war between David and Saul's son and the insurrections under David.
The earlier Book of Judges, a compilation of the stories of the five Great Judges together with the additions of the redactor, was practically Judges in its present form, with the exception of the Deuteronomistic framework (together with the story of Othniel), the six Minor Judges, and some later revised additions.

A Detailed Chronology of the Bible
If the reign of the Judges is 450 years, and the reign of David is 40 years, and we have 4 years till Solomon, we already have 494 years, for a period said in 1 Kings 6:1 to be only 480 years.
So while it is tempting to consider the book of the Judges (with Eli) to be a period of 450 years, it cannot be the correct method of interpretation.
The Judges' account has Jephthah arguing with the children of Ammon, and Jephthah asks them why, if this is their land, they haven't claimed it for the last 300 years in which Israel had controlled the cities in question.

We now return to the demonstration of the fact that the so-called Joshua - Judges chasm, or the period from the division of the Land to the oppression of Cushan, was a period of 13 years.
From this analysis of the structure of the Book of Judges it will be seen that it is divided into two parts, each commencing with a summary statement of the fourfold cycle of events - apostasy, servitude, cry to God, deliverance - which are thereafter described in detail.
This result is obtained from a close attention to the structure of the chapter. It is obtained from a careful consideration of the statements made in the Text itself, and it may be accepted as a true exposition of the author's intention and meaning.

Partisan Patterns Detected in Civil Rights, Environment Decisions - In the Courts - OMB Watch
Through their votes and opinions, primarily dissenting opinions, Bush appointees have advocated changing the law in ways that make it more difficult for aggrieved parties to vindicate their rights and for Congress to legislate in areas such as environmental protection.
According to the ELI report, the percentage success rate for environmental petitioners in NEPA cases before the federal appeals courts declines significantly when moving from three-judge panels with Democratic-appointed judges to panels with Republican-appointed judges:
The ELI concludes, "Simply put, the fact that an environmental plaintiff's chances of winning a NEPA case before the circuit courts varies by a factor of nearly six-to-one depending on the party of the judges' nominating president runs counter to our notion of impartial justice."

The accounts of various events, whether written shortly after their occurrence or orally transmitted, were later skillfully unified according to the moral purpose of the redactor some time during the Israelite monarchy.
