The Honourable Elinor Caplan, PC (born May 20, 1944 in Toronto, Ontario) is a retired politician and businesswoman in Ontario, Canada.
Caplan won a landslide re-election victory in the provincial election of 1987, and returned to Peterson's cabinet on September 29, 1987 as Minister of Health.
Caplan was elected to the federal House of Commons in the 1997 election, defeating her closest opponent by more than 14,000 votes in the riding of Thornhill.

Elinor Caplan: I can assure you that the report from the subcommittee, which did some excellent work on this, is being thoroughly considered, and we've taken to heart their advice as far as reviewing those forms that I was referring to, because I know there's been a lot of frustration from a number of people.

Citizenship and Immigration Minister Elinor Caplan confirmed Monday that because of a change in Health Canada advice, immigrants who test positive for HIV will not automatically be barred from entering the country.
At the time, Caplan said immigrants with HIV would be banned from entering the country because they posed a public health risk and would place an excessive demand on the system.
Caplan's reversal was triggered by a Health Canada policy shift that was outlined in a letter to Caplan from Health Minister Allan Rock.

OTTAWA -- Immigration Minister Elinor Caplan has asked her staff to prepare a plan for mandatory testing of immigrants for the AIDS virus and hepatitis B. The purpose would be to exclude people who are infected with HIV, or who are identified as chronic carriers of hepatitis B, from entering Canada.
Caplan's request for a working plan follows a study by Health Department scientists, who have recommended mandatory testing for the two diseases.
Rene Mercier, a spokesman for Caplan, said no final decision on mandatory testing for HIV and hepatitis B has been made, but the minister would not request a plan with no intention of implementing it.

What is truly amazing is that I am about to agree with CCRA while it is headed by Elinor Caplan.
Caplan is the MP who went into her heavily Jewish riding in Thornhill during the last election campaign and implied that anyone who even considered supporting the Canadian Alliance was a racist, bigot and holocaust denier.
Not only is Caplan a mediocre politician, but unlike other Liberals that I frequently criticize, the first and foremost being the littlest guy from Shawinigan, she leaves a lot to be desired as a human being.
