After her accession, the story mainly concerns the subversive activities of some of Elizabeth's Roman Catholic opponents, notably Thomas Howard, 4th Duke of Norfolk (played by Christopher Eccleston) and the ongoing conflict with Scotland.
The climax is the discovery by Sir Francis Walsingham (played by Geoffrey Rush) of the dramatized version of the Ridolfi plot (with elements of the Babington plot thrown in) and the mass executions of most of those involved in the plot.

At this point in the movie as the pace quickens, it's a bit hard to figure out exactly who is who, and who is doing what to whom.
But that's precisely the problem Elizabeth is facing and it only serves to draw us closer to her as she struggles against stacked odds.

Revealing: At the very end of the movie, when Elizabeth is walking to her throne as the Virgin Queen, the music being played is a Requiem written by Mozart.
Factual error: Elizabeth did not start wearing wigs and heavy makeup until later in her reign, and although it was a combination of vanity and political shrewdness, it had nothing to do with the Virgin Mary.
Elizabeth very much wanted to keep the image of an eternally youthful Queen, both for her own vanity, and to belie the fact that she was aging, and possibly weak or ill. Also, all this is intended to covere up the elderly monarch's smallpox scars.

This is a well-crafted movie; it is sumptuous in its costumes and authentic in its settings (I think they used the actual water gate in The Tower), historical in the general sense but modern and clever in the details, to make an intrigue and a film that entertains.
I think one of the movie's better aspects is the way `modern' ambassadorial dilemmas, golden handshakes and outrageous amoralities are worked into the plot to maintain the viewer's interest.
In the same fashion as the `Babe' movies, the origin of the movie is somewhat obscured, with English actors and settings and Australian actors and a very American regard for historical accuracy blend into something that can be expected to sell in all three countries.

Elizabeth is already in love with Robert Dudley before she ever becomes Queen, and afterwards shows that a Queens love can be a poisonous thing wrought with its own danger.
Elizabeth is a powerful story full of powerful performances, and is close to being my favorite Rush performance ever, though that is so hard to define, because even when he’s in a movie that isn’t that great, he still is. Four Stars.
