Ellen M. Karcher, a Democrat from Monmouth County elected in 2003, told the Asbury Park Sunday Press of Neptune that she was one of the three unnamed local officials who former Marlboro Municipal Utilities Authority chairman Richard Vuola tried to bribe.
Karcher told the newspaper she wore an FBI recording device twice in December 2002 when she met with Vuola to discuss the rezoning of approximately 150 acres at and around the former Marlboro Airport.
Karcher, the daughter of late Assembly speaker Alan Karcher, was a Marlboro councilwoman at the time she said she was offered $150,000 in campaign money if she would vote to allow senior housing to be built on the site.

A bill sponsored by state Sen. Ellen Karcher of Marlboro (D-Monmouth and Mercer) to create a statewide Office of the Environmental Prosecutor in order to pursue legal action against criminals who violate environmental laws in New Jersey was unanimously approved by the Senate Budget and Appropriations Committee.
Karcher said she expects a vote to be taken in the Senate before that body adjourns for the winter break on Dec. 13.
Karcher noted that the concept of a special environmental prosecutor is not new to New Jersey.

 Amendments could relieve school budgeting concerns
State Sen. Ellen Karcher (D-Mon-mouth and Mercer) recently hosted a round table discussion on her proposed amendments to S-1701 — dealing with school district budgets — with 12th District superintendents and business administrators at Freehold High School, Freehold Borough.
According to a press release, Karcher’s proposal would amend the current law to raise the permissible surplus of a school district back to 3 percent instead of the current 2 percent.
Karcher’s proposal would also provide that administrative spending be capped at the per pupil administration limits for the region inflated by the cost of living or 2.5 percent, whichever is greater.

Karcher's biggest donation -- $210,947 -- came from the Senate Democratic Majority.
Karcher's spokeswoman, Julie Roginsky, said the donations are "an indication that Ellen Karcher's message of open space, strong ethics and fiscal stability is resonating." Conor Fennessy, Bennett's campaign manager, said contributions are more about Democrats' attempt to win a majority in the state Senate than the quality of Karcher's candidacy.
