Ellis Emmanuel Innocent Clarke (born December 28, 1917) was the second Governor-General of Trinidad and Tobago the first President of Trinidad and Tobago.
Sir Ellis (knighted in 1963) was also one of the main architects of Trinidad and Tobago's Independence constitution (1962).
Ellis Clarke received three knighthoods from Queen Elizabeth II, the Trinity Cross (Trinidad and Tobago's highest honour).

Ellis Immanuel Innocent Clarke was born of middle class parents in a house at the corner of Pelham and Megler Streets, Belmont, on December 28, 1917.
Clarke's self-diagnosed laziness that he was soon afterwards to be engrossed in the draft Constitution culminating in his attendance at the Marlborough House conference which decided the details of independence.
Clarke was married in 1952 to the former Ermyntrude Hagley, a bookkeeper from Grenada whom he met in 1949 while she visited Trinidad.

Clarke made the comment yesterday, during a press conference on the police reform bills, when asked about statements by Opposition leader Basdeo Panday that the Office of the President is influenced by partisan politics.

Former President Sir Ellis Clarke has called for the Constitution to be amended so that the same office-holder influences both the appointment and the removal of a Chief Justice (CJ).
Sir Ellis explained that the anomaly of having two different persons to appoint and remove a Chief Justice had arisen as an oversight when a new Republican Constitution was hurriedly drafted in 1976 to replace the Independence Constitution of 1962, which he had drafted.
“Let us wait and see the outcome.” Sir Ellis said he was stunned at the “letter of the day” published in Tuesday’s Express which had incorrectly stated that the Prime Minister has no role to play in the administration of justice, and that was the role of the President only.
