F for Fake” is a movie about Elmyr de Hory, the world’s second greatest art forger (the best is Oja’s father but that’s a different story.) Elmyr has painted more Modiglianis than Modigliani; he can have three new ones ready for you by lunch if you’re willing to wait.
Elmyr also has a biographer named Clifford Irving who has been a busy man. Not only has he written a book about Elmyr, but he’s also just ghost-written an auto-biography of Howard Hughes.

As cheerfully subversive as Welles' film is (he constantly refers to elisions at the request of his lawyers), it's not a glib statement for the sake of irony itself, but a personal meditation on the nature of art and art's audience, and the capricious nature of fame and fortune.

Beginning with portraits of world-renowned art forger Elmyr de Hory and his equally devious biographer, Clifford Irving, Welles goes on a dizzying cinematic journey that simultaneously exposes and revels in fakery and fakers of all stripes—not the least of which is Welles himself.

A compendium of ideas about ‘fakes, fakery and so-called experts,’ the project becomes a template for the documentary-style film essays Welles treasured during his later days as a director and provocateur.
Intending at the outset to examine the relationship between a art forger named Elmyr de Hory and the biographer, Clifford Irving, who ‘forged’ his own legacy by recording a fake interview with legendary recluse Howard Hughes, the film quickly evolves into a highly complex tapestry of documented reality and perverse cinematic manipulation.
To wit, Welles begins with a first-person discourse (combining interview footage, re-enacted material and voiceover narration) about the nature of being a ‘fake,’ then describes his intent so elliptically that meaning- or truthfulness- can scarcely be determined.
