Aiming for the older elf’s torso, Elros tackled the elder elf to the floor with the power off his initial leap, but Maglor was swifter than Elros had anticipated, and quickly reacted by flipping over, causing Elros to be caught under the elder Elf’s weight.

Elros saw him tremble when next roar of thunder sounded.  Through their bond as twins, Elros knew that Elrond wanted to do just what he was about to but… but his brother still felt the need to be cool and aloof towards the only father either of them was likely to know now.
Elros hopped out of bed, he was not his brother and he wanted Maglor to hold him close and sing him a song in that mighty voice of his that sounded like the roaring of the sea during a fierce tempest but gentle and soothing like a warm blanket on a Midwinter morn.
Elros started sniffling.  Just thinking about that fl moment when he thought he had once again been abandoned scared him and all he could do was grip Maglor’s tunic harder in an attempt to ensure that Maglor at least wasn’t going to live him.

Elros, in particular, must have learned something of Noldorin culture from Maglor, his foster father, even though the Noldorin civilization had been destroyed.
So it appears that Elros must have governed by a sort of consensus at first, winning the support and acclamation of the various chieftains who agreed to sail over Sea to Numenor, but establishing where necessary whatever guilds were utilized in building the Numenorean civilization, which literally rose up under Elros' guidance.

Elros, in making his Choice, surely contemplated the probable motivations and deliberations of his foremother, but they IMO would have been one factor out of many.
This matter of the Choices of Elros and Elrond particularly fascinates me because it is almost a laboratory test case, and a dialog between Elven 'immortality' and the Gift of Men, in which twin brothers* whose upbringing and experiences were identical, reached opposite conclusions when it came time to Choose.

Because of the mixed heritage of Elrond and Elros, they were given a choice at the end of the First Age: Elrond chose the immortality of the elves, and Elros chose the mortality of men.
However, Elros and his descendants were granted especially long lives, even in comparison to the already longer lives of the rest of the Numenoreans; Elros himself lived to be five hundred years old.
Over time, though, the lifespans of the people of Numenor began to diminish: the first twelve rulers of Numenor after Elros live to be about 400, but after that the lifespans of the kings (and presumably of the rest of the Numenoreans) grow steadily shorter.

Elros chose to be a King and 'longaevus' but mortal, so all his descendants are mortal, and of a specially noble race, but with dwindling longevity: so Aragorn (who, however, has a greater life-span than his contemporaries, double, though not the original Númenórean treble, that of Men).
