  Simons v. City of Los Angeles
The finding that uses of the park for training of police recruits were consistent with purposes for which the park was dedicated and with recreational activities engaged in by the public in the park was supported by substantial evidence, and there was no substantial evidence of interference with enjoyment of the park by the public.
In 1972 the DRP considered the question whether training police recruits in Elysian Park was still consistent with park purposes, and the City Attorney's office suggested that a charter amendment would be desirable to support the continued use of park property for this purpose.
The findings of the trial court that these uses of the park are consistent with the purposes for which the park was dedicated and with recreational activities engaged in by the public in the park are supported by substantial evidence.
