Both of these hemoglobins have a strong affinity for oxygen because it's their job to pull oxygen off the mother's red blood cells in the placenta and transfer the oxygen to the developing baby.
When the baby is born, however, these forms of hemoglobin aren't needed and the baby's bone marrow begins producing red blood cells with one of two variants of Adult hemoglobin (Hemoglobin A and Hemoglobin A2).
As the red blood cells with fetal hemoglobin are removed from circulation by the spleen, the neonate's liver often becomes overwhelmed with breaking the hemoglobin down into its component parts and a waste product forms called bilirubin that the liver just can't keep up with filtering out of the baby's blood stream.
