An Emergency Locator Transmitter (ELT) is a radio-frequency transmitter that generates a signal to assist in search and rescue (SAR) for missing aircraft.
In theory, an ELT is activated when subjected to the forces of a crash impact, or manually by survivors.
The international group responsible for monitoring and locating ELTs via satellite has announced a 9-year phase-out of the older ELT program, to be completed in early 2009.

The primary difference between ELTs and EPIRBs is how they are automatically activated: an ELT is automatically activated when it is subjected to a sudden physical shock (i.e., during a plane crash), and an EPIRB is automatically activated when it is inverted (i.e., when a boat capsizes) or gets wet (i.e., when a boat sinks).
When an ELT or EPIRB is activated, there are essentially two ways for a response to be initiated: either someone hears it, or it is heard by an orbiting satellite.
Any given spot is overflown by one of the satellites an average of once every couple of hours, though the period between passes over a given spot is highly variable because of the particular satellite orbits; it might be ten minutes between one pass and the next, then 4 hours until the one after that.

47 C.F.R. § 87.193: ``Transmissions by emergency locator transmitters (ELTs) are intended to be actuated manually or automatically and operated automatically as part of an aircraft or survival craft station as a locating aid for survival purposes.'' The transmissions from your ELT were not survival purpose transmissions.

 The Need for ELTs in Transport-Category Aircraft
Emergency services took 14 minutes to locate the crash and 20 minutes to reach it—they first drove to the wrong end of the airport and saw nothing, then went back the other way until they found the airplane.
Section 44712(a) states: "…an emergency locator transmitter must be installed on a fixed-wing powered civil aircraft for use in air commerce." However, Section 44712(b) states that (a) does not apply to "aircraft when used in scheduled flights by scheduled air carriers holding certificates issued by the Secretary of Transportation…."
As early as 1974, ALPA recommended that ELTs be installed on all air carrier aircraft and that direction-finding instruments be installed in airport emergency equipment.

I am pleased the Conference Report to H.R., the Aviation Investment & Reform Act for the 21st Century (AIR-21) included Emergency Locator Transmitter (ELT) provisions from H.R., which I reintroduced along with the rest of the Connecticut Congressional Delegation and Congressman Neal of Massachusetts on January 6, 1999.
H.R., to require ELTs on fixed wing aircraft, with a few exemptions, including planes used by manufacturers in development exercises, agricultural crop planes, acrobatic show planes and large commercial planes which already have on-board technology to be quickly located.
ELTs play a vital role in search efforts, where timing is so critical in any rescue mission.

The ELT is registered to E. du Pont de Nemours & Co. of Wilmington, Del. The ELT is one of ten the company's aviation division is installing aboard its corporate aircraft.
ELTs were initially intended to activate in a crash to alert overflying aircraft which would alert search and rescue (SAR) authorities, and also provide a homing signal to locate the crash site.
