BRIDGE Gender and Development In Brief 4: Emergency Responses   (Site not responding. Last check: 2007-10-16)
Consulting women in emergencies requires flexibility and a proactive approach: in Ethiopia, women's committees have been organised around water management; in southern Sudan, separate meetings with women and men identified important issues around sanitation; and drama workshops addressed the psycho-social needs of children and women displaced by the lahar (mudflows) in the Philippines.
Emergencies are times of disempowerment and loss for both men and women and it is important not to further erode their positions.
Integrating a gender perspective into emergency responses requires different levels of approach: clarity about underlying principles, which may be formalised in policy guidelines; systematic social and gender analysis in a given context; systems and procedures which are recognised on the ground as good practice; and agreement on minimum standards.

Equipo Nizkor - Despouy's report on the question of human rights and states of emergency.
The purpose of proclamation is to ensure that the population affected is precisely informed of the material, territorial and temporal scope of the emergency measures and their impact on the enjoyment of human rights.
When a state of emergency affects the exercise of certain derogable human rights, administrative or judicial measures shall be adopted to the extent possible with the aim of mitigating or repairing the adverse consequences this entails for the enjoyment of the said rights.
To sum up, in contrast to de facto emergency regimes, which conceal their real nature beneath the guise of anonymity, in the case of institutionalization the emergency is disguised as the rule of law in order thereby to negate and subvert the latter.

One is that emergency rooms by law must perform a screening exam on every patient regardless of ability to pay or the nature of the complaint, but urgent-care centers are not so bound and can – for whatever reason – turn away patients.

ORLANDO - Praising Florida's emergency management community for its excellent warning coordination efforts during February's tornado outbreak in the central part of the state, a National Weather Service assessment team noted today that a transient population of wintertime visitors is particularly vulnerable in severe weather situations.
While coordination between the Weather Service, emergency management, and broadcast media in providing warning information to the public was excellent, Maximuk said, the timing of the tornado strikes and a blended population of full-time and seasonal residents posed a serious challenge.
A system of supercell thunderstorms produced the havoc the night of February 22-23, according to the survey report, spawning seven tornadoes, three of which were rated F3 on the Fujita scale, which rates tornadoes on a scale of FO to F5 depending on wind speeds and damage caused.

NTIA - All Hazard Warning Comments Received
Dissemination of warning information to individuals in communities ranks high on the list of priorities for emergency managers at the local government level in support of state and federal programs.
Although several methods of hazard warning have been in place for more than twenty-five years, i.e., the NOAA WeatherAlert Radio and the Emergency Alert System, it is always appropriate to earnestly review new technology that would allow members of the emergency management profession to reach more people more quickly during times of need.
Some of the technology advances have reduced the workload of local emergency management coordinators and some of them have, of necessity, increased the workload, but the use of technology has generally been welcomed in localities where effective local programs are in place.

Severe under-inflation coupled with an emergency steering maneuver could cause the tire to "de-bead," i.e., separate from the rim, which could "trip" the vehicle and cause it to roll over.
This coding would only be used when the tire went flat or there was a blowout and caused a loss of control of the vehicle, resulting in a crash.
The agency has not attempted to estimate how often a TPMS would give the driver enough warning of an impending flat tire that they could have the tire repaired before they get stuck having to repair a flat tire in traffic.
